In a bid to streamline and enhance the efficiency of Student visa processing, the Australian Government has introduced Ministerial Direction 111 (MD111), replacing the earlier Ministerial Direction 107 (MD107). This new directive, effective from December 19, 2024, aims to create a more equitable, sustainable, and transparent approach to processing offshore Student visa applications.
Ministerial Direction 107 was initially designed to prioritize applications from education providers with strong recruitment practices. However, its implementation resulted in uneven outcomes, disproportionately benefiting larger institutions while disadvantaging smaller or regional education providers.
Recognizing these shortcomings, the Australian Government revoked MD107 on December 18, 2024, and replaced it with MD111 to address these inequities and better support the broader objectives of the international education sector.
MD111 introduces a tiered prioritization system for processing offshore Student visa applications. The system categorizes applications into two levels:
Priority 1 – High
Priority 2 – Standard
This new system ensures a balanced approach, supporting smaller and regional providers while maintaining efficient visa processing for all.
The introduction of MD111 brings multiple advantages to students and education providers:

The Australian Government has emphasized the importance of early and accurate applications, particularly for those aiming to benefit from Priority 1 processing.
The development of MD111 was informed by consultations with the international education sector, facilitated by the Department of Education, Department of Employment and Workplace Relations, and Department of Home Affairs throughout 2024. Moving forward, the government will engage with stakeholders through webinars, discussions with education peak bodies, and updates via official websites and social media platforms.
Eligible groups for Priority 1 – High processing include:
